Shaun Walker	c5b632cb24	Enhance SyncManager to raise events which can be handled on the server within hosted services. Raise create, update, delete events for all major entities. Include support for refresh and reload events to synchronize client state. Shaun Walker	306b78b526	Added ability for Runtime and RenderMode to be set per Site - enabling the framework to support multiple hosting models concurrently in the same installation. Fixed WebAssembly Prerendering issue (this also resolved the issue where the component taghelper was not passing parameters correctly to the app when running on WebAssembly).
